UNIVERSITY PARK, Pa. -- The Office of Ethics and Compliance (OEC) is available to assist the Penn State community as a resource in multiple areas. Under the leadership of the Chief Ethics and Compliance Officer, the OEC team provides guidance and advice on complying with University policies and modeling ethical conduct.

OEC staff is available to offer support in resolving all matters, so remember: if you see something, say something. Penn Staters can report anonymously and be assured that the University has a non-retaliation policy (AD67) and encourages the reporting of misconduct.
The OEC team is responsible for multiple areas of compliance at the University and employs a strategic plan to align objectives with the University’s vision and mission. The OEC is divided into units of expertise and also work collaboratively and with our Compliance Partners across Penn State’s twenty-four campuses. These units consist of University ethics, export compliance, youth programs and athletics – including athletics integrity, NCAA compliance and Commonwealth Campus athletics. The Office of Ethics & Compliance also works very closely with Clery Act compliance.
The University ethics unit is headed by the University Ethics Officer, who reports directly to the Chief Ethics and Compliance Officer. The ethics program includes administration of the values and culture survey, management of annual compliance training, authorization of gifts and entertainment (AD86), and consultation on conflicts of interest. On a broader scale, the University ethics unit promotes the Penn State values, collaborates with University leaders, faculty and various committees to engage in ethical decision-making at all levels.
