“Gov. (Tom) Wolf has directed us at the Department of Education to support a three-part plan to strengthen conditions for Pennsylvania's charter schools, and then by extension, of course, all Pennsylvania public schools. … That's what brings us to today's discussion about crafting and implementing regulations that strengthen conditions for the establishment of charter school entities, ensure appropriate standards for the governance and operation of charter school entities, and promote equitable practices across the charter schools sector.”

— Pennsylvania Secretary of Education Pedro A. Rivera, opening a public roundtable forum on charter school reform, hosted by the Penn State College of Education in Foster Auditorium in Paterno Library. The forum, the first of several planned statewide, was designed to gain feedback about proposed rule changes concerning the establishment of charter school entities, the governance and operation of charter school entities, and charter school accountability standards.
