Presentation on technology to be held Dec. 6 at Penn State Hazleton

HAZLETON, Pa. — Penn State Hazleton will host a presentation on “The Dark Web” and technology beginning at 1:30 p.m. on Thursday, Dec. 6, in Room 1 of the Kostos Building. The talk, which is free and open to the public, will cover topics including anonymous messaging and communication.

The event is coordinated by Luzerne County’s Human Services Division and the Luzerne-Wyoming Counties System of Care Initiative and is sponsored by the campus Faculty Lecture Committee. CEUs, LSW credits and Act 48 credits are available upon request.

The talk will be presented by James Dill, who dedicated his law enforcement career to matters dealing with investigative technologies. He is a 30-year veteran of the Pennsylvania Office of Attorney General (OAG) with 27 of those years served as an agent, supervisor or director of the unit responsible for technology and surveillance matters. He was later promoted to deputy chief and placed in charge of all investigative services.

Throughout his career, Dill has participated in hundreds of investigations involving the use of investigative technology for the OAG as well as with a variety of federal, state and local law enforcement agencies. He has been qualified and has testified as an expert on investigative technologies in both the Common Pleas and Appellate Court systems.

He currently works as an instructor and subject matter expert on the dangers of technology, especially for teens and preteens. Dill is president and CEO of Innovative Technologies and Investigative Solutions, LLC, which specializes in technology training and consulting, for law enforcement, school districts and victim advocate organizations. He holds a degree in criminology from Indiana University of Pennsylvania, where he was valedictorian of the Criminology Department.

During the Dec. 6 event, the Luzerne County Office of Human Services will have information tables set up beginning at 1 p.m., providing an opportunity for attendees to learn more about the Human Services division and its departments. The program will go from 1:30 to 2:30 p.m. with a time for questions and answers from 2:30 to 3 p.m.
