The CESU Network is a national consortium of more than 425 nonfederal partners and 15 federal agencies working to support informed public trust resource stewardship. The network is used to support virtually any type of technical assistance, education or research; nearly 70 percent of funding in 2018 focused on cultural resources, while the remaining funding was put towards natural resources and social science research.

Filer is a National Park Service research coordinator for the Chesapeake Watershed CESU University of Maryland Center for Environmental Science – Appalachian Laboratory. He also serves as a board member on the Allegheny County Historical Society and an adjunct professor at Frostburg State University in history, philosophy and management.
