Penn State Harrisburg names de Lancer Julnes new school director

Penn State Harrisburg recently announced the appointment of Patria de Lancer Julnes as director of the School of Public Affairs, effective July 1.

De Lancer Julnes is currently special assistant to the provost at the University of Baltimore. A professor of public administration, she also has served as director of the doctor of public administration program. Prior to joining the University of Baltimore in 2008, she held academic positions at Utah State University, Logan, Utah; University of Illinois at Springfield, Springfield, Illinois; Fairleigh Dickinson University, Teaneck, New Jersey; and Rutgers University, Newark, New Jersey.

“It gives me great pleasure to announce the appointment of Dr. de Lancer Julnes,” said Penn State Harrisburg Chancellor Mukund Kulkarni. “Dr. de Lancer Julnes brings a wealth of academic and administrative experience, proven leadership abilities and strong research skills in many areas, including performance measurement, accountability, citizen-driven governance and government capacity building. We look forward to welcoming her to the college community.”

De Lancer Julnes is an internationally recognized expert. She developed the first master’s program in public policy and administration in the Dominican Republic and recently developed the program Hispanic Students Moving Forward/Pa’lante, which seeks to improve higher education outcomes for low income Hispanic high school students.

She is the author of the book "Performance-Based Management Systems. Effective Implementation and Maintenance” and the lead co-author of the article “Promoting the Utilization of Performance Measures in Public Organizations: An Empirical Study of Factors Affecting Adoption and Implementation,” which has been selected as one of the most influential articles in the 75-year history of Public Administration Review, the premier journal in the field of public administration.

De Lancer Julnes earned her doctorate in public administration at Rutgers University in 1997, her master of public administration at Fairleigh Dickinson in 1994 and her bachelor of science in marketing at Rutgers University in 1992. She has served in many leadership positions on the American Society for Public Administration and on several committees in the National Association of Schools of Public Affairs and Administration.

“I am excited to be joining Penn State Harrisburg as the director of the School of Public Affairs,” said de Lancer Julnes. “The school has an accomplished faculty and an excellent staff. Working together we will explore and take advantage of opportunities to better serve our students, our region, our state and beyond, as the designated School of Public Affairs in The Pennsylvania State University.”

The School of Public Affairs, designated Penn State’s flagship school of public affairs, offers bachelor’s degrees in criminal justice, political science and public policy; master’s degrees in public administration, health administration and criminal justice; and a doctorate in public administration as well as the base program in a multi-college online program, a master of professional studies in homeland security.
