Midnight Clear information for Penn State University Park

Snow Removal and Midnight Clear

Midnight Clear returns to University Park again this winter. Its goal is to announce when snow removal is likely, so that all vehicles may be cleared from parking lots before removal activity begins. Parking will be restricted in faculty/staff lots from midnight to 7 a.m. on nights of an announced "Midnight Clear." This restriction includes University vehicles.

Overnight parking will be available in:

-- all parking decks-under roof areas only, between 4 p.m. and 8 a.m.;

-- lot Orange H, along the north side of Materials Research Lab;

-- areas with fenced parking compounds, such as Fleet Operations, the Office of Physical Plant back lot and Bryce Jordan Center Orange L South lot;

-- all farm areas; and

-- lot Red A, west of Atherton, between 3 and 7 a.m. only.

The East bay (the section closest to Bigler Road) on the ground floor of the East Deck will be reserved for oversized vehicles that do not fit in the other garages on campus. The ground floor of the East Deck will accommodate vehicles up to 8 feet, 2 inches in height. Vehicles that normally had to be moved to one of the surface areas listed above because of roof racks, truck caps etc. now can be parked in the East Deck.

Signs will be posted in the East Deck at 4 p.m. today reserving the East bay for oversized vehicles. Once the signs are posted regular vehicles (less than 7 feet maximum height) are prohibited
from the reserved area and must park in another portion of the garage. When the snow event is concluded the signs will be removed and normal parking regulations will resume for the reserved area.

When parked in the garages during a Midnight Clear event all ADA parking regulations remain in effect. Vehicles parked in Handicapped designated parking spaces must display a valid state issued HP license plate or placard.

The Office of Physical Plant will declare when a Midnight Clear is required. University Police will enforce the restrictions when a Midnight Clear is in effect. Midnight Clear will not impact personal and departmental vehicles every night, since the plan is in effect only when a Midnight Clear is declared by the Office of Physical Plant.

Midnight Clear is specifically designed to:

-- alert the University community when parking restrictions are in effect;

-- provide alternate parking locations for vehicles that must remain on campus overnight;

-- reduce the likelihood of parked vehicles receiving a parking citation;

-- remove snow from roads and parking lots in a timely, efficient manner;

-- eliminate the safety issue of zigzagging around vehicles, leaving unplowed snow to melt and refreeze for days after the storm; and

-- provide a safer surface on which to drive and walk
