Recycling Markets Center on campus establishes board of directors

The recently established Pennsylvania Recycling Markets Center on the campus of Penn State Harrisburg now has a board of directors helping guide its efforts. The Recycling Markets Center was created in November when Kathleen A. McGinty, state secretary of Environmental Protection, awarded an $863,429 grant to Penn State. As part of the initial presentation, McGinty indicated the grant covers the first year of an anticipated $5 million, five-year Department of Environmental Protection commitment.

The mission of the center, headquartered in Church Hall on campus, is to expand and develop more secure and robust markets for recovered secondary materials, stimulate demand for products with recycled content, and research and maintain up-to-date market trends data.

The center's aim is to be the lead organization to develop recycling markets in Pennsylvania, working with environmental, technical assistance and economic development organizations to support generators, haulers, processors, manufacturers and end-users of recycled materials and products.

Named to the first board serving the center are: Richard Allan, executive director, Institute of Scrap Recycling Industries, Mid-Atlantic Chapter; Kenneth Babe, corporate controller, Penn State; Charles Cole, director of the Environmental Training Center, Penn State Harrisburg; Bill Cook, technology investment specialist, Pennsylvania Department of Community and Economic Development; Michael Dougherty, director of public affairs, Eastern Group Waste Management; Tom Fidler, deputy secretary for air, recycling and radiation protection, Pennsylvania Department of Environmental Protection; William Heenan Jr., president, Steel Recycling Institute and The Steel alliance; John Lloyd, president, MANTEC Inc.; David Mazza, western regional director, Pennsylvania Resources Council; and Joanne Shafer, recycling coordinator/deputy director, Centre County Solid Waste Authority.

Serving as ex-officio board members are: Lee Fox, Mid-America Council of Recycling Officials; Linda Knapp, Mid-Atlantic Consortium of Recycling and Economic Development Officials; Mary Ann Remolador, assistant director, Northeast Recycling Council Inc.; and Donald Berman, Pennsylvania Recycling Fund Advisory Committee.
