Penn State Ophthalmology adds two new physicians

Ingrid U. Scott, an ophthalmologist fluent in Spanish, German and French, and David Liang, an ophthalmologist who until recently practiced in Alexandria, Va., have joined the Department of Ophthalmology at Penn State Milton S. Hershey Medical Center, Penn State College of Medicine. The additions bring added expertise to compliment the team of specialists offering ophthalmologic care for all ages.

Scott, who comes to central Pennsylvania from Miami, specializes in the surgical and medical treatment of the retina and vitreous. She has particular clinical and research interests in diabetic retinopathy, age-related macular degeneration, retinal vein occlusion, macular hole, retinal detachment and epiretinal membrane. Throughout her career in Miami, Scott's interest in public health and cultural diversity led to her active involvement with the Hispanic population.

"Dr. Scott is a tremendous addition to the Penn State Department of Ophthalmology. She is an outstanding clinician, researcher and educator and will contribute greatly to our mission," said David A. Quillen, chair, Department of Ophthalmology, Penn State Milton S. Hershey Medical Center.

Liang earned his doctorate of medicine at the Medical College of Pennsylvania-Hahnemann University School of Medicine in 1997. After completing an internal medicine internship at Yale-New Haven Hospital in 1998, he served as chief resident at Washington National Eye Center, Washington Hospital Center.

Liang fulfilled a fellowship in cornea, external disease and keratorefractive surgery at the University of Texas Southwestern Medical Center at Dallas. Upon completion, he practiced privately in Alexandria, Va.

"Dr. Liang's corneal expertise brings added value to the comprehensive lineup of primary and subspecialty eye care services," said Quillen. "He is an exceptional physician and teacher. Dr. Liang provides the highest quality care to his patients with common and complex corneal conditions."

Scott earned her doctorate of medicine and master's degree in public health and preventative ophthalmology at Johns Hopkins University in 1993. From 1994-1999, she completed her residency and fellowship in vitreoretinal surgery and diseases at Bascom Palmer Eye Institute, University of Miami School of Medicine, Miami. During that same time, she served as instructor and the institute's chief resident. In 2003, Scott was promoted from assistant to associate professor with tenure.

Scott is the author of more than 150 peer-reviewed journal articles. She co-chairs the Standard Care Versus COrticosteriod for REtinal Vein Occlusion (SCORE) study, a national multi-center clinical trial funded by the National Eye Institute. She is the methodologist for the Ophthalmic Technology Assessment Committee Retina Panel of the American Academy of Ophthalmology (AAO) and serves on the board of directors for the American Society of Retina Specialists (ASRS).

Scott is the recipient of the AAO secretariat award, AAO achievement award and is a member of the AAO Hall of Volunteers. She also received the ASRS honor award and senior honor award.
