Parking, transit, traffic changes in effect during Arts Fest

Penn State Transportation Services has announced parking, traffic and transit changes in effect during the Central Pennsylvania Festival of the Arts, held on campus and in downtown State College starting today (July 8) and running through Sunday (July 12).

Road Closures and Parking Adjustments

Burrowes Road will be closed from College Avenue to Curtin Road, and Pollock Road will be closed from Burrowes Road to Willard Building from 6 p.m. Wednesday, July 8 through Sunday, July 12.

Due these road closures, access to several faculty/staff parking areas will be impacted beginning at 6 p.m. Wednesday:

Access to the sections of Lot Brown A behind Reber Building and Deike Building, as well as the Hammond Building loading dock, will be available from College Avenue only, with vehicles turning north on Burrowes Road, then turn right onto the drive between Reber Building and Hammond. The bollards that separate Brown A from the drive between Reber and Hammond will be removed for the Arts Festival. Exit from the lot and loading dock will be through this drive back to College Avenue. Brown A permit holders will continue to have access to parking at Lot Red A, if necessary.

Access to Old Main will be available only by traveling west on Pollock Road from Shortlidge Road or Bigler Road.

Access to Lot Brown E and the metered lot at Carnegie Building will be available only by traveling south on Fraser Road from Curtin Road. The bollards at the top of Fraser Road will be removed and an auxiliary officer will be on site to restrict access to authorized vehicles only. With additional traffic around West Halls during Arts Fest, Brown E permits will be valid at the Nittany Parking Deck On Thursday, July 9 and Friday, July 10.

Access to the sections of Lot Brown A near Willard Building and EE East will also be available only by traveling south on Fraser Road from Curtin Road. Vehicles must then use the driveway between Willard Building and Steidle Building. The metered spaces behind Willard will be closed and access to this area will be available only to authorized permit holders and ADA parking (with the appropriate placard and Penn State permit).

Access to Lot Red K (Applied Research Lab) will be available from College Avenue only via the service drive between the University Club and FedEx Office. Vehicles exiting Red K must exit through the FedEx Office parking lot onto Atherton Street.

Access to Lot Red H (Noll Lab) and Lot Green C will be available only by traveling south on Burrowes Road from Curtin Road. Auxiliary officers will be on site to restrict access to authorized vehicles only.

The parking information kiosks located on Pollock Road near Steidle Building and Burrowes Road at the entrance to Lot Brown A will be closed Thursday, July 9, and Friday, July 10. Auxiliary officers will be posted at Pollock Road, Fraser Road and College Avenue to restrict traffic to authorized vehicles only.

Transit Changes

All CATA bus stops on Burrowes Road will be closed from College Avenue to Curtin Road from 6 p.m. Wednesday, July 8, through Sunday, July 12. Please visit the CATA website for more information regarding Arts Fest schedule adjustments.

Campus Shuttle stops 9 (Reber Building) 10 (IST/Hosler) and 11 (Rec Hall) will also be closed on Thursday, July 9, and Friday, July 10. Riders should use the stops at College Avenue/Allen Street or at Pattee Library.

Event Parking

Event parking for $5 (no charge with Penn State permit) will be available at Lot 44 and Stadium West beginning Wednesday, July 8, through Sunday, July 12. It will also be available at all four campus parking decks and Lot Red A on Saturday, July 11 and Sunday, July 12. Weekend parking permits valid through Sunday at the parking decks and Red A will also be available on Thursday for $25 and Friday for $20.

No event parking fee will be due for vehicles displaying a valid Penn State parking permit, though Evening/Weekend permits will not be honored until 4 p.m., Wednesday through Friday. Please note that parking is prohibited at Lot 44 and Stadium West between 2 – 4 a.m., seven days a week.

ADA parking will be available at the south end of Stadium West closest to Curtin Road and at the north end of Lot 44 near Bryce Jordan Center Gate B and across from the Penn State All-Sports Museum. A valid state-issued ADA placard or license plate, along with payment of the event parking fee or a valid Penn State parking permit is required.

Complementary bus service to the festival area will be available via CATA’s BLUE LOOP, which will operate with longer hours and more frequent service during Arts Fest. The BLUE LOOP can be boarded at stops along Curtin Road in front of the Bryce Jordan Center and along Porter Road across from Medlar Field. Please note that recreational vehicle parking is prohibited on campus during Arts Fest.

Parking Decks and Lot Red A

From Wednesday, July 8, through Friday, July 10, hourly visitor parking at the rate of $1 per hour will be available at the East, HUB, Nittany parking decks, as well as Lot Red A at White Course Drive. Visitors using the parking decks will take a ticket upon entering and pay the attendant (cash only) when exiting, while parking at Lot Red A will require advance payment with a major credit card (Visa, MasterCard, Discover) or coins at one of the lot’s multi-space pay stations (see entrance attendant for assistance).

For visitors who wish to park overnight, weekend parking permits valid at all four campus parking decks (East, Eisenhower, HUB and Nittany) and Lot Red A through Sunday, July 12, will be available Thursday, July 9 ($25) and Friday, July 10 ($20) at the following locations:

  • Thursday, July 9: Exit kiosk at East, HUB and Nittany parking decks (7:30 a.m. – midnight) and entrance kiosk at Lot Red A at White Course Drive (7:30 a.m. – 3:30 p.m.)
  • Friday, July 10: Entrance kiosk at all four campus parking decks and Lot Red A at White Course Drive (7:30 a.m. – midnight)

On Saturday, July 11, and Sunday, July 12, $5 single-day parking will be available at all four campus parking decks and Lot Red A at White Course Drive. No event parking fee will be due on Saturday and Sunday for vehicles displaying a valid Penn State parking permit.
