Secretary of the Commonwealth Pedro A. Cortes will deliver the keynote speech at Penn State Harrisburg's commencement ceremonies on Dec. 20 at 9:30 a.m. in the Giant Center, Hershey. A Penn State Harrisburg graduate, Cortes was unanimously confirmed by the state Senate on May 13, making him the first confirmed Hispanic cabinet member in Pennsylvania history.
